Although we don't currently sell direct to Pakistan you can purchase a Team license via a reseller.
When you sign up for Creative Cloud you need to use a unique Adobe ID associated with the country you are from. You can't therefore have someone buy it on your behalf using a different Adobe ID in a different country.
