I've got an Ogg Theora (OGV) plug-in for Media Encoder here. It'll work in Premiere too. Currently beta status.
It's especially handy for when you've got a whole timeline edited in Premiere and don't want to have to export to an intermediate format so you can use some other tool to make an OGV.
