There are general "standards" that you can find by searching about the 'net for "broadcast standards X" where X is your region. Very good to know the specifics for general "publication".

 

And yes, each station/network will have its own very specific list of accepted practices for submitted material, and they tend to expect you to ask 'em for it. So I would suggest immediately communicating by very direct means with the station/networks tech people on the specific details you'll need to comply with. Guaranteed it will involve some kind of Rec709 signal limits (though they may have modifications to the general standard), but also will involve many specific instructions for codec, frame size, rate, and i/non-i footage among other things.

 

With most b-cast facilities, you send the EXACT material their specs indicate and it scopes out on their gear properly, you're good to go. IF it either isn't exactly the format/specs they require OR doesn't scope out on their gear, it's just NO. Period. Which is why both PrPro & Speedgrade (the Adobe color/grading app that mates with PrPro/AeFx) include a "legalize" preset you typically apply AFTER all other video corrections are done, to see to it that your signal-out numbers stay within generally accepted bounds. You typically may need to do just a bit of touch-up to keep your look "good" after putting the Legalize on a top-layer, but that's just part of delivering pro-quality signal to your outlet.

 

You can find tutorials both on the Adobe TV stuff (free) and at such places as lynda.com and CreativeCow and others. Some services (like lynda) you do pay for ... I have found the lynda programs very well suited for my needs. Adobe TV is a great place to start ... and best wishes!
