Adobe has both Chat and Phone support, but not to teach you how to use LR, there are video tutorials for that, at least in English, and YouTube tutorials from others in other languages I presume. You can buy books and attend classes at school or online.
Support is for actual problems you're having where the product is not working as it is supposed to, error messages or the program not starting up and such.
